If we define cheating as "having and exploiting an unfair advantage" I think that Infoaddict clearly satisfies that definition. In essence, it allows your decisions to be much more informed than is possible without the mod. Even better it tells you who has the second most of all those, something the demographics screen wont show. It tells you straight up who has the most culture, the most tech, the most cities, and the highest population. Infoaddict makes this significantly easier. If you respond to this information intelligently you can catch up faster and have a better chance of winning (to be fair I'm shit at this).
On the very hardest levels of the game it is important to use the limited information given to you about the AI in order to understand how far ahead they are and to predict their actions.
